The size of the bid/offer shown for OTC stocks is pretty much meaningless. Depending on the price of the stock the minimum amount of shares to be represented on L2 is 5000 (I can't remember the $ amount where it changes offhand). That minimum amount is usually just shown regardless or how much are really are being bid/offered.
