A major pollution problem? Not so much, i'm guessing, though we do have a big coal industry, many coal fired power stations and certain reliance on automobiles does create pollution in urban areas.

What is a carbon tax?
It is a price on greenhouse gas emissions. It is an interim measure that will be in place until an emissions trading scheme can be introduced three to five years down the track.
What is an emissions trading scheme?
It is a market-based approach designed to control the amount of carbon pollution that is emitted into the atmosphere. The Government would set a limit, or 'cap', on the amount of greenhouse gases that can be emitted and a price put on carbon emissions.
Companies would be given, or sold, permits which give them the right to emit a specific amount of emissions. Companies that want to emit more pollution would have to buy more permits from those companies that require fewer permits. The process of transferring permits is called a 'trade'. The idea is that companies with high levels of pollution will have a strong financial incentive to reduce it.
Why do the Government and the Greens want to introduce a carbon price?
To tackle climate change and move to a clean energy future.
How much will the carbon price be?
Unknown, but a moderate price of between $20 and $30 a tonne could push up the average family's power bill by around $300 a year.
Will petrol prices be affected?
Unknown if fuel will be included in an ETS, however the Government has not ruled it out. The Federal Opposition said that if fuel is included, petrol prices could rise 6.5c a litre.
When will it start?
A fixed carbon price will be introduced on July 1, 2012, before moving to a cap and trade emissions trading scheme within three to five years.
What will the Government do with the money raised from a price on carbon?

The 192 nations in attendance in Copenhagen merely agreed to try to reach a binding accord before a follow up meeting in Cancun in December 2010. But by the summer of 2010, Ban-Ki Moon, the United Nations Secretary General, said that no sweeping accord was likely, and recommended that a better approach might consist of small steps in separate fields that built toward wider consensus.
At the heart of the international debate is a momentous tussle between rich and poor countries over who steps up first and who pays most for changed energy menus.

The United States entered the Cancun conference in a weak position because of continuing disputes with China and other major developing nations over verification of emissions reductions, and its lack of action on domestic climate and energy legislation.
Democratic leaders in the Senate in July 2010 gave up on reaching even a scaled-down climate bill, in the face of opposition from Republicans and some energy-state Democrats. Urban air pollution a bit rough at times in places, downtown Sydney can be a bit rough at times, and when traffic is heavy on a road near where i live, yup, pollution is obvious. As by any heavily trafficked road about anywhere, i guess.
The WHO map here .. surprises me as, if i'm reading it right, it says Australia has more deaths per million from urban pollution than both North and South America. Zooming makes the print readable.
