Attempting to assassinate a foreign leader, bribing the President of the U.S. and pimping are all illegal activities. And heaven knows what else Maheu was involved with especially with his mafia dealings.

There are people who work for government agencies who have the moral/ethical code to say no to such illegal behavior. And then you have the Maheus' who are eventually weeded out.
