Method 1
I would suggest that you reset the internet explorer settings to default and check if it works.
Important: Reset Internet Explorer to its default configuration. This step will also disable any add-ons, plug-ins, or toolbars that are installed. Although this solution is quick, it also means that, if you want to use any of those add-ons in the future, they must be reinstalled.
Method 2 If the above step fails then scan and remove any malware or virus infections from the computer and check.
Problem solved, but I don't know why. Ran MSE, MB and ACE again and they didn't find anything but no more download requests. I'll reload Skype and see if it comes back.
