As stated on the SI board that site says Intel accepted "punishment" when no punishment was handed out. Pretty evident of the bias.

Considering that Intel never required customers to deal exclusively with them it seems pretty simple to accept the terms that require Intel to refrain from what they weren't doing in the first place. This is clearly a case of the JFTC needing to save face after wasting time and money on nonsense. Intel is kind enough to go along with it. What would you do in Intel's place?

Mas, Re: Intel denied the allegations but decided the changes outlined in the agency's proposed cease-and-desist order would not affect its ability to compete in the Japanese marketplace, Intel spokesman Chuck Mulloy said.

"We can still compete," he said. "We won't go through the long administrative and legal process, nor will we put our customers through that."


This seems to summarize things completely. Why can't you accept the possibility that this is simply all there is to it?
