Actually, the simple fact is that the investigation by the SEC cannot be over yet.
Because, by the fraudsters, sorry, company's own admission, Bryant has yet to testify. And he was subpoeaned. So the investigation cannot close until subpoeaned individiuals have given their testimony. As it's likely Bryant will be arrested on entry to the US (if not for scams such as CRRV and TRXX, then on the Mario Andretti case at least), that's probably the reason he has yet to testify and is trying to hold off as long as possible. That way he can raise a token payment on the outstanding warrant and avoid being met by a man with nice shiny handcuffs.
So, you can bet your EIGH holdings that the SEC investigation remains very much open, and the reason for that is down to the company itself.
