There are three problems there, as I see it.

1) Most of the worst offenders have deregitered from the SEC, so IMO, the SEC no longer gives a hoot. In fact it is probably a relief to them that they don't have to monitor them so closely anymore.

2) A reverse split is not illegal

3) There are way too many stupid people with way too much money
