This is not entirely true. I'm originally from Nashua. Most of the people I know in the surrounding towns like Hollis, Hudson, Pelham, Windham, and Londonderry are from MA and most are diehard Conservatives that have moved out of Mass. Hudson, Windham, and Londonderry have a combined population of close to 70,000, the majority of which votes conservative. They would see this $400 mil as a big target and label it as a Democrat Boondoggle.
