As far as I can tell, DEC, JBI are working to get a process that will get JBI in operation ASAP.
That could be this week or it could be 3 months. Every thing I have heard from Reg 9 people says that they want to get this done and get JBI into operation, so it looks like it will be shorter rather than longer.
DEC people are now referring calls to the company rep. so it is hard to get a handle on what is going on. Bureaucracies are loath to discuss internal politics. That is what seems to be going on here.
