This is where, ground zero, the ball starts rolling. A CC {carbon copy} to the other agencies will insure that action by first responders is rapidly undertaken. Call all of them first, let them know what you're sending and what they should be on the look out for. Also, obtain from your contact(s) their best "emergency" e-mail address(es) for you to send your information to.
