No that is not what was said-- please stop taking ltg's post out of context:

But here ya go..the air permit could be ready within 7 days or so and they are seriously thinking of issuing it with the clause that they get busy filing for the solid waste permit within a specified tome period..they realize this has been an incredible saga for JBI and shareholders.

"seriously thinking" is not the same as "they will allow" and that "none (SW Permit) is needed to begin to operate."

On the otherhand, scion's post is hard to refute. The idea that a SW Permit was not required turned out to be 100% wrong.
