LTG isn't the only one who talked to the DEC. They all but said that JBII will be allowed to operate withOUT a SWP. They need one to operate? No. They just need one. It is PAPERWORK like I've been saying all along. It's like registering your car every year. Gotta fill it out and send a check. Not required to do anything fancy to operate.
