Actual payout is not contingent on receipt of payment from govt. Because the warrant agreement has been breached, the court can now determine that a breach exists and compute damages. Only issue is how it determines the value of the non-final damages.
Attorneys fees were estimated at something like 20M in the original. I think that's generous, but if you plug that in you're on your way.
