That is some very interesting information.

Do you mind if I ask who your brokerage
company is, and would they mind sending you
something that confirms this?

Reversing a Reverse Split is an unusual action
and rarely done. This has one of two possible
interpretations. 1) Either ECPLD inadvertantly
made a mistake by initiating a RS of such
magnitude (3000 to 1) or they have realized that
it was inappropriate and are taking steps to
correct this RS action, or 2) they intended the
RS to be as it occured but didn't get the response
they wanted, so they are tying to undo it while
preparing to take another action that is similar
but of a smaller scale.

If they are operating within the first possibility,
then maybe there is a chance that they have a concern
as to the poor management and are now willing to show
that they intend to correct that bad management.
If they are oprating within the second possibility,
then there is no hope for change, they are just
continuing their mismanagement of the company.

Let's hope they are improving.

"reversing the reverse split" would be a first in my experience.
but then again, so are 100,000:1 reverses, of which we've seen two in recent weeks.
if nothing else, the pinks are always entertaining...
