impossible for you or I to short...but the middle men...and the hedgies...can do whatever they want until they are forced to play by the rules...hence the dividend.
Then where does the money come from that the NSS'ers put in their pocket? It has to come from somewhere.

No. They chose a sample instead of the logical NOBO/OBO/TA method for determining NSS. Every step of this P&D the company has left themselves numerous outs with their PR's while providing endless bait for message board promoters to claim things the company has never actually said. That's how these things work.
