They hired him to be independent of the independent report prepared by Billiken and specifically for the purpose of getting the CTO revoked. So, that's the reason for hire.
I, for one, hope they do follow his recommendations, but I also note that different QG's can suggest different recommendations, and there may be other ways to achieve the same objective. A couple of the recommendations are "best practices" type things, and I think those should be followed.
Twinning sounds a bit unnecessary in my unqualified opinion, because you are basically saying this historical resource is "reliable" but then you go on to say it's not reliable because you are having to twin several of the holes to demonstrate that the historical ones are reliable. That doesn't make much sense.
But, if that's what it takes, add it to the scope of work in the package that Dahlman puts together.
