That is exactly right.
Each qualified person you hire gives you their opinion... and you tend to get what you pay for. Their opinions naturally will and do tend to vary substantially. They don't get paid for providing "THE correct answer" rather than "AN answer that is correct"... and, how many of them are there in Ontario ? That is about the number of different opinions you might get... all different, but, all within a proper use of the rules.
If they'd paid the guy to provide them with as wide a range of alternatives as is possible, with each of those alternatives "risked" for cost and time, instead of paying him for "an opinion" tied to "put it in the proper form" to meet the single task of removing the CTO... he'd have taken more time, cost them a bit more $$$, and he would have done what he was asked to do in providing them with "as wide a range of alternatives as is possible, with each of those alternatives "risked" for cost and time"... instead of what he did provide.
Not rocket science...
Hire an electrician to fix the wiring in your basement... and they'll all fix the wiring in your basement to bring it up to code... and not a one of them will do exactly the same things in exactly the same way... as you would expect.
