The odds of an imminent air permit issuance for the first NY P2O project are as follows:

Oh my, lets see, provisional language contingent on an air permit.

That sounds awful. Why would anyone do that? It sounds as if an air permit might make or break that deal.

Read the 10Q and decide for yourself if you think it sounds awful. To me it is a classic contingent contract. They happen everyday in business and even when buying a house sometimes. Certain conditions must be met for the contract to take effect.

From the 10Q:

"The Company signed an Area Development Agreement in February 2010 with AS PTO, LLC. This agreement is contingent upon the issuance of an air permit for the Company’s P2O processor in New York. Failure to obtain the air permit makes the agreement null and void."

And as far as the air permit being close. I have already posted that I do think it is likely pretty close and am buying due to that belief. Read my post from yesterday.
