Paul will have the patents that can be reverse-engineered for the real deal. I'ts my understanding he may have gotten some working models. I've heard it said that American companies are the best in the world at making stuff like this work, if needed.
From the tone of his last PR about touching base with his contacts and hitting the the ground running (OK maybe I paraphrased a bit) I could tell he was confident and ready, and that he hasn't been sitting on his hands until this is settled.
