"Ken responded yesterday stating, "Thank you for the email. This is a misstatement of what I said. I said that my shares are fully restricted until we are current with the SEC and after we are current, I can only sell 1% per quarter. Bruce is a former officer and he has not been able to sell his shares because brokers want to accept paper shares only after the company is current. Bruce is not in any trouble with the SEC nor has he been "nailed." I own 5.8 billion shares, Bruce's shares are less than 1 day's average trading volume and even if he could sell them, they would have little or no impact on price."
KG stated in a PR that when the SEC filings are current thusly removing CE he was able to sell 1% a quarter so yes they don't have anything to do with each other but per the PR KG will be able to sell at that point
