The fact that Frank issued shares again recently is a clear sign that sales are still slow. Otherwise there would be no need to issues more shares and raise necessary working capital and certainly not at "today's low" PPS if insiders knew otherwise. This also hints that he may feel the window for getting needed capital out of the market is closing if he's willing to sell out at such "low prices". Smart investors typically follow insider trends, i.e. buy when insiders are buying and sell when insiders are selling. In this case insiders are selling.
