I just wonder how they will determine the actual costs that Intel is meant to reimburse them for.
It makes sense to think there would be some mechanism that will prevent spurious claims of costs in using the non-Intel compiler, but until that is made clear, I am scratching my head on that one.
The people who complained about this are ivory tower types like Agner Fog. He also railed against: hyperthreading and the instruction set war in his blog. In the real world, if you use an intel compiler you probably will keep using it and you also probably use Intel chips. In the real world the vast majority of pcs are Intel based and you don't de-tune for the dominant architecture.
