WOW!, they executed a Letter Of Intent... Very impressive!
As I recall this situation surfaced LAST fall on a blog from the NY Times newspaper. It was based on a short conversation with a field cub reporter based in Iraq.
Surely, in 9 months, they've moved beyond the LOI stage. Do you happen to know if there actually is a "Strategic Partnership Agreement" in place? And if NOT, then why?
In fact, there's been ample time passed to even install the equipment and perform the sea trials. Has this project actually progressed beyond the talking/planning stage?
