I suspect there won't be any problem with the exhaust from burning the off gas. As long as it's hot enough and burned completely (absent large amounts of PVC) I'm guessing it will be fine. I don't think JBII will run into issues there.

I do think JBII has serious issues with the commercial viability of the pyrolysis oil produced but my guess is that the stack test and air permit wouldn't be among those problems.

I think you may be right, at least if chlorinated products become a target feedstock down the road. If nothing containing chlorine, then they should be fine.

I would encourage you to try and verify that, but thats my gut feel.

Your assumptions are correct. The rules are quite similar in NY and NC apparently.
