It is incomprehensible that the Ethics Committee should choose to believe that in more than 25 years of practicing the only accusation of any misappropriation of funds by Respondent comes from a biker with a criminal record who consumed over $112,000 in three months, clearly came back to dip into his medical escrow monies out of desperation, and has lied about the transactions with Respondent to avoid payment.of medical bills. The Ethics Committee accountants reviewed years of trust records and thousands of checks and the only checks that ever suggested misappropriation of fund involves Mr. Goccia. Respondent has handled millions of dollars and has never been accused of any mishandling or misappropriation of funds by any other client.

On the other. hand, Respondent is a now 55 year old father of
three children with a lifelong history of honest, hard work, and
support of charitable and giving causes.
Respondent grew up in a family with no father and a mother who
worked two full time jobs with seven brothers and sisters. In an
environment of no telephone, television or automobile and no educated
older siblings, he supported his membership in the local Boys’ Club at
age 9 by working as a bowling pin set up boy in the Boys’ Club bowling
alley every Saturday for years. Of the eight children, he alone took
the initiative and made the decision to go to a Catholic high school.
No one else in his family went to a Catholic high school or received
any higher education. He worked three jobs to pay for the high school
tuition, including scrapping gum off supermarket floors with a putty
knife in front of the washer/waxer machines as part of a supermarket
cleaning crew, worked unloading trucks each day after school and in a
convenience store at night, yet he graduated from St. John’s Prep with
honors. At the same time, he proudly served as a Junior Assistant
Scoutmaster in Boy Scouts, worked with church paper drives and
volunteered for community services. He worked full time through
college as an assistant plumber, replacing lead and oachum pipes, yet
graduated in Chemical Engineering with straight A’s in three of the
last four semesters. He was inducted into Omega Kau Epsilon Honor
Society and Tau Beta Pi National Engineering Honor Society. He was
elected to the student council as a representative at large for more
than 5,000 students and participated in a three way committee for
university management involving faculty, students and administration.
He was one of less than 10 students selected for a special Bachelor’s
research program. He worked 52 weeks a year and worked full time for
the U.S. Government while attending George Washington University Law
School in Washington, DC. He did so while being elected President of
Delta Theta Phi Law Fraternity. At the same time, he was receiving
outstanding service awards from his position in the Department of
Commerce. Since practicing in New Jersey, the Respondent has been a
Charter Board member—founder of Hunterdon County United Way, has done
volunteer work giving lectures at grammar and high schools and higher
education programs in three areas — inspirational speeches,
discussions about inventions and patents, and talks on starting up
businesses. In 1991, he was selected as an outstanding business leader
at the county, state and national level by the Future Business Leaders
of America. He has sponsored students on the cooperative plan in
training and taught at Cittone Institute, Raritan Valley Community
College and adult education programs in Morris, Warren, Somerset
Counties and Fanwood—Scotch Plains. He has served for a number of
years on the Finance Committee of the Hunterdon County Republican
Committee, he was a member of Ronald Reagan’s Presidential Task Force,
is currently a member of the National Republican Congressional
Committee and in the year 2001 was honored as Outstanding Republican
of the Year nationwide by the National Republican Congressional
