You are right. It is BEHL's responsibility to test. It's like taking a rain tarp and hanging weights from it. It will fail a lot faster due to structural stresses. The tarp manufacturer can only tell you how long a tarp will last under normal tarp use conditions.
In this case I would have to agree with bigbake... Im sure that BENDIX stands at least four guys on all the parts they manufacture and use in their quaility assurance and structural integrity test, as part of design certification.
Im sure they dont hold Northrup grumman responsible for using their own guys to do the.... standing.
