Yes, its Lorem Ipsum, also referred to as 'greeking'. Designers use it to show a client where copy/text will go and about how much will fit. This way the client and the writers know how much content will fit and how its likely to be organized.
I saw this site yesterday but couldn't make much sense of it either. Hopefully it belongs to CBAI and not someone who scored a similar domian.
