If you add up ALL the stocks on that FINRA list...you'll find that "40%" of all stock is shorted. So, not really sure I believe anything FINRA (a quasi government entity) has to say. Remember its purpose to to protect investors from bad brokers, which means its job is to really protect bad brokers from investors.
