FINRA data only accounts for shares sold short, not if those shares were ever bought back (covered) so the information isn't completely accurate.

if the shorts for a given day are above 50% then they were not covered same day .... that short number can be covered same day or the next etc... once has to look at the number over a long time and see if it is consistently above 50% ...
