106.6- plans for protecting & re-depositing soils. It states "soils in the tailings area have already been potentially contaminated and may not be available for reclamation. Please provide a plan that identifies the extent of soil loss (DUE TO IMPACT FROM THE TAILINGS), and how and where soil resources will come from to mitigate this loss."

Key word MITIGATE. Leads me to believe they are concerned about something that is happening RIGHT NOW.

I agree with you to look at the bigger picture instead of trying to pick every possible negative aspect of the company.For some investors the list of things that need to be done is terrifying. For me it is just a list of things to do. Also, the start of mill does not have to be delayed untill all of the conditions are met. The most important is CuCOn output that could be generated after fixing the mill. IMO the rest of the lst could be processed after mill starts. JIMO.
