Locks, it will outpace private and the numbers tell us that already once public storage banking by states are online. Simply put, there are always going to be more people in that pool vs private.

If private caters to 4% then that leaves 96% displaced in public UCB. Correct? He could offer the public cord storage at a nominal fee above his private costs and probably do very well... remember we are talking 4.3M (total); so lets parse it out.

4.3M(total/yr) - 172k(4% captured private today) = 4.12M/yr (lost public today)

@ a rate of $1 above his costs to process and store private UCB he could benefit from the public side with $4.12M in revenues.

What if he gets a bulk storage contract with states at $100 above his private UCB storage costs? We're talking $400M.

All I am saying is it appears we are missing out on a huge opportunity if the old model is what is considered the revenue-stream.
