Not so. You need to get your facts straight.

Fact 1: The buy back rules are guidelines only, not mandatory, especially not for pinks.

Fact 2: According to the guidelines, they can match the price of the last trade, so they don't have to bid sit. As long as someone else hits the ask first, they can then clean it out.
