The SEC, at least, is finally trying to stop him. They'll get their judgment, I have no doubt. But making him pay up is another story entirely. He may be working from outside North America now. And aliases supposedly based in other countries can be hard to verify.
The Canadians could try to throw him in jail, but that takes forever.
