"Treasury Department issued a stack of IOUs — in the form of Treasury bonds"
The govt borrowed from the social security fund just like it borrows from banks. That is not a negative on Social Security. It is our stupid govt spending money we dont have.
Treasury bonds have value, and need to be paid back by the govt to the social security fund.
I am not sure what is so hard to understand about that.
