Yes, it was contemplated that the big manufacturing companies that could not cross-license with the non-manufacturing companies would license with the platform and all would be rosie. The utopia disappeared when many non-manufacturing companies opted not to become a part of the platform. If you were a manufacturer, you could one stop shop with the platform after you had completed the cross-licensing program with your competitors. What is amazing is that the big boys could state with a straight face that teminals operating as wireless computers should require less royalty obligations than the early terminals providing mostly voice communications. It calls to mind the old joke about two cannibals sitting at dinner eating a clown and one asking the other if he tastes funny to him.
