I liked it to, but I didn't want to stir things up by pointing it out to people while they were pissed off.

I also know Scottrade will not except an IOU on a PK stock for the 3 day settlement. It doesn't happen very often. but if the exchanges can't deliver enough actual shares to satisfy the brokers not excepting IOU's for 3 day settlements, then the exchanges will refuse to except anymore short orders as they would have to be naked shorts and the ten day rule would no longer apply.
