My feelings are that when it is written:

"Highlights of the NTRU CTSS:"

"Interoperable with all TCG 1.2 compliant TPMs"

is "only" because of the NTRU/Wave Partnership. From S Sprague:

"Wave's software fully supports the NTRU TSS and our management tools are currently the only
ones available for the ntru TSS."
