srowen: Wrong. It's about patent law. And, it's what Neustar is basing their 2D barcode clearinghouse on. They are the defacto clearinghouse for CSC's and they will most likely be for 2D barcodes as well.
It's widely accepted that the indirect method provides the most secure way for everybody involved to utilize this technology (2D barcodes) and Neustar has the backing of industry wide bodies.
