'lakehouse2008 your probably right but......lets say Ford is going to buy 4 major part suppliers but does no release any info that can be verified and the the CEO of FORD goes out and buys 2mil shares of Ford because he now believes the PPS is way undervauled based on the information he has about the acquisitions but the shareholders don't.......you don't think the SEC would flag that as insider buying.
