He did nothing Illegal? just played the game, and succumbed to Hank Paulson's pressure?
Those are two very different things. Just because he was told to do something illegal does not absolve him of the fact that what he did broke the law. And Paulson did also. And so did Bernanke.
If your lawyer tells you to kill someone and you do it, does that mean you are not guilty of murder by virtue of the fact you were merely following your attorneys advice? (And mind you, this is in fact his defense.)
