It means its restricted you can't touch it, you can't buy,sell or transfer it to another broker. Those of us that use Scottrade are screwed right now. If CXAC was to run to a dollar today the only thing you could do is look at it that's all. Untill the law suit is cleared up or somebody at Scottrade reads the law suit and see's that CXAC is not a defendant there's nothing you can do.
