You give it more credit than I do. I would not even be generous enough to give the term "fluff" to rumors on a board. I don't think NOBO would mislead anyone, but until the company comes out with the news publicly (and better yet through an 8-k), I am not going to believe it. There is too much deniability possible to things said on a message board. It could quickly turn into the CEO trying to throw NOBO under the bus by accusing him of misunderstanding things that were said in conversation.
Even worse, when the CEO passes messages like that along through un-official channels, and then the events don't materialize, it destroys the credibility of the guy passing the message. Overall, rumors and grapevine messages are garbage. If he can't put out a PR or an 8-k, then I would prefer he say nothing at all.
