As I recall the story of the divvy distribution, the first people (only two that I know of) said they had accounts with Merrill, and that the stock was apparently freetrading. They posted about this shortly after the date of record.
Then some (again, not very many) other people said the stock had appeared in their accounts. Most of them were using oddball brokers, some located abroad. Most of those people said the stock was restricted, or that they didn't know whether it was or not.
What I think happened is that the TA decided to get to work early on this, and began with brokerages that didn't have very many CMKX shareholders. Looks as if they first forgot that the stock was supposed to be restricted. Then another problem was created when the dividend ratio was changed.
So now they've got to undo those mistakes. This has nothing to do with naked shorting, boys and girls. It has to do with poor communication and general incompetence.
