America is too democratic at home to be autocratic abroad. This limits the use of America's power, especially its capacity for military intimidation. Never before has a populist democracy attained international supremacy. Like Putin, Bush has to step on our constitutional rights in order to pursue his agenda of hegemony. Putin Strengthens his Control over Russia

Russian President Vladimir Putin announced initiatives today that would further strengthen Kremlin control over the nation’s political life.
He said the Kremlin should name regional governors, who would then be confirmed by local parliaments instead of being elected by a popular vote.
He also recommended changing the system of electing the country’s lower house of parliament, the State Duma, to a purely proportional system.
That would eliminate the individual races that currently fill half the chamber’s seats, and would further increase the clout of the pro-Kremlin faction and its allies that already enjoy an overwhelming majority.

As acting president of the United States during the declaration of a national emergency and Martial Law Bush can also issue Executive Orders, granting him far reaching powers to unilaterally create law without congressional oversight and approval.
Note the Shadow Government is permanent and is at work in secret and can be put into force not only in answer to a terrorist attack but a severe drop in the market, Putin, Iran or Opec switching to the euro or an earthquake, etc.
