The Foreign Ministry stated it will take "extra measures to materialize the extradition of Zakaev and Akhmadov because information obtained already in the first stage of the investigation of the terrorist act in Beslan indicates the involvement of Maskhadov and his accomplices in these events." I am trying to get an understanding of the depth of the Russia/China alliance.
It is difficult to get a fix on the Chinese who are masters of understatement. Here are some dated remarks pertaining to the situation followed by two texts from today.
China is prepared to stand shoulder to shoulder with Russia in the fight against terrorism.
For China this seems a strong reaction and rather cryptic.
To me the ‘shoulder to shoulder’ remark readily invokes an image of Russian and Chinese troops standing side by side as one army. #msg-3951053
China has contacts with Russia among its top political priorities. The two countries are supporting each other on essential matters that concern either's sovereignty and territorial integrity, said Mr. Hu. #msg-3367417
I take this to mean that if the sovereignty and territorial integrity of either Russia or China is threatened the other comes to the rescue.
In today's releases again China firmly supports Russian efforts to protect the state unity, territorial integrity and security of citizens and will render all possible assistance. All possible assistance would include military.

BEIJING, September 12 (Itar-Tass) - The Chinese government firmly supports the Russian leadership’s efforts designed to protect the state unity, territorial integrity and security of citizens, Premier of the Chinese State Council Wen Jiabao told Itar-Tass on Sunday. He resolutely condemned the recent terrorist acts in Russia and expressed genuine condolences to the families and relatives of the dead.
“A friend in need is a friend indeed,” the premier said. “In these hard days for Russia the Chinese people is grieving together with the Russian people over the Beslan tragedy and is ready to render all possible assistance. We are deeply convinced that Russia will be able to successfully cope with the terrorist threat,” Jiabao stressed.
A plane with the relief cargo for the Beslan victims has left Beijing.
