The SEC is understaffed and underfunded, and has an enormous turnover. Among other things, it's a training ground for people like Roger Glenn.
They could certainly be more efficient, but the above are impediments to efficiency. You need also remember that they don't only oversee the equities markets. They deal with everything.
As far as enforcement's concerned, what they need is arrest powers, but Congress doesn't want to give them that.
