I think you are exactly right. STP will let ERHC have their pick of any Block in the B or C group but not the A group where all the seismic has been done.

A, B, and C zones: The Blocks are grouped into three zones, A, B and C. It is planned that individual bidding Groups will only be awarded one Block per zone.
