I can provide you several theories to explain that:

1) Had not received the environmental analysis, so there was nothing to say.
2) Sent Richard who was a week or two later announced as new CEO as representative and the county refused to listen to him since he was not an official representative. (this is a fact)
3) His contract had expired and he was no longer a representative of the company. Don't know a lot of companies that let the outgoing president represent their company in public meetings. Especially if that person is leaving the country. The company remains liable to whatever the president says regardless of what happens in the future.
