Why would CMKX pay dividends on the NSS if there are any?? They would not.

If there WERE any shorts out there, and if Urbie wanted to "help" them cover, he'd just sell 'em shares.

Re: if the dividend ratio is correct it seems to me that the only way they would have to cover the shartes is if Urbie and Co. actually naked shorted their own stock. It sounds ridiculous, but what about this whole mess doesn't?
