That's an interesting question.

I could only guess that it was not 'cleared' cash yet. Much like having cash in your account from a stock trade, but then having to wait 3 days for the settlement and to use that money.

But I'll bet the problem is with margin accounts. Someone basically borrowing against money thats not really there. I guess that would be 'counterfeiting' too!! Its also similar to 'check kiting' if you are familiar with that.
